Russia Strikes Ukraine Ahead of Trump–Zelenskyy Meeting; Trump Vows to Target Mail-In Ballots Ahead of Midterm Elections

A Russian drone attack hit a residential area in the Ukrainian city of Kharkiv as the Ukrainian President Volodymyr Zelenskyy was preparing for talks with U.S. President Donald Trump in Washington later on Monday. The Russian air force said it launched 140 drones against Ukraine overnight, the largest total recorded in a single night since Aug. 4.

Trump said on Monday that he would sign an executive order ahead of next year's midterm elections as part of what he called "a movement" targeting mail-in balloting and voting machines across the country.
