Biden Makes Final U.N. Address as President; Tropical Storm Helene Forms in Caribbean

Meanwhile, Vice President Kamala Harris's husband, second gentleman Doug Emhoff, will speak at campaign events in Austin, Texas. Harris is scheduled to visit Pittsburgh on Wednesday.
